Job Summary
The Project Engineer acts as the technical and operational bridge between the Client’s Asset Team and the Maintenance Contractor’s execution teams. This role is responsible for the end-to-end management of specific maintenance campaigns, brownfield modifications, and shutdown activities. The primary objective is to ensure that maintenance works, and minor projects are executed safely, on schedule, within budget, and in full compliance with the client's technical standards.
Job Details
Project Planning & Work Preparation
- Review maintenance notifications and scope of work (SOW) from the Client to
- define technical requirements and execution strategies.
- Develop detailed "Work Packs" for maintenance campaigns, including method
- statements, risk assessments (TRA/JSA), and material bills of quantities (BOQ).
- Lead "Constructability Reviews" to identify potential clashes or access issues in
- the live plant environment.
Execution Management & Technical Support
- Manage sub-contractors (e.g., scaffolding, insulation, NDT, specialist vendor
- services) to ensure they meet the contract's HSE and quality standards.
- Oversee the management of Change (MoC) processes for any brownfield
- modifications or material substitutions.
Procurement & Material Management
- Identify long-lead items (LLIs) and critical spares required for upcoming campaigns
- (e.g., valve replacements, pump overhauls).
- Prepare technical requisitions for materials and services and conduct technical bid
- evaluations (TBE) for vendor selection.
- Track material delivery status to prevent schedule slippage (expediting).
HSE & Quality Assurance
- Safety Champion: Ensure all activities comply with the Oil & Gas Golden Rules
- of Safety, Permit to Work (PTW) systems, and Life Saving Rules.
- Ensure all Quality Control (QC) documentation (welding logs, pressure test
- certificates, lifting gears/equipment) is progressively compiled.
Commercial & Cost Control
- Monitor project costs against the approved budget for specific work orders.
- Prepare "Value of Work Done" (VOWD) reports for monthly review.
- Follow-up Timesheets, JCCs and Invoicing submission and tracking.
Working Conditions
- Office: 5 days / week with occasional site visit (exposure to heat, noise, and heights) requiring full PPE.
Requirements
Qualifications & Education
- Essential: Bachelor’s degree in engineering (Mechanical, Electrical, or Instrumentation preferred).
- Preferred: Professional Engineering License (e.g., COREN, NSE)
Experience Requirements
- General Experience: Minimum of 5–7 years in the Oil & Gas industry.
- Specific Experience: At least 3 years in a Brownfield / Maintenance environment (working on live plants).
- Technical Exposure: Hands-on experience with any of the below:
- Static Equipment (Vessels, Tanks, Piping) OR
- Rotating Equipment (Pumps, Compressors, Turbines) OR
- E&I (Control Systems, Switchgear).
- Shutdown Experience: Proven track record of participating in at least one major plant Turnaround (TAR) or Shutdown.
Skills & Competencies
- Software Proficiency: Strong skills in MS Office, especially an advanced user of Excel.
- Contract Awareness: Understanding of Schedule of Rates (SOR) and Reimbursable contract models.
- Hazard Awareness: Familiarity with HAZOP, SIMOPS (Simultaneous Operations), and dangerous goods handling.
- Soft Skills: High adaptability (able to switch between desk engineering and site supervision) and strong stakeholder management skills (Client vs. Contractor dynamic).
